The Escaped Accused: Former Mayor with Alleged Chinese Ties Flees the Philippines

Former Mayor Alice Guo, who has been accused of espionage in favor of China and of having ties to criminal organizations, has clandestinely fled the Philippines, prompting a wave of controversy and indignation. President Ferdinand Marcos Jr expressed his exasperation and declared that there will be consequences, as officials acknowledged that Guo had departed the country a month earlier and journeyed to Malaysia, Singapore, and Indonesia.

Her departure has brought to attention the corruption within the judicial system and has diminished the public’s confidence, as stated by President Marcos. Guo has not made any public appearances since July, when a Senate panel investigating her alleged connections to fraudulent centers and online casinos issued a warrant for her arrest for her refusal to provide testimony about her involvement.

The accusations against Guo encompass permitting human trafficking rings and fraudulent centers to operate in her municipality by passing them off as online casinos. Senators have also asserted that she could be a Chinese operative or spy, owing to her evasive responses regarding her Chinese ancestry. Legal complaints have been filed against her, and the Philippines’ anti-corruption body has removed her from office for “serious misconduct.” Guo has refuted all allegations.

The Philippines’ Bureau of Immigration divulged that Guo departed the country illegally and eluded border inspections, traveling abroad with the aid of intelligence sources. President Marcos pledged to expose those who assisted in her escape and ordered the revocation of Guo’s Philippine passport.

Senator Risa Hontiveros, who has been at the forefront of the investigation on the Philippines’ fraudulent centers, expressed her indignation at Guo’s ability to circumvent immigration checks using a Philippine passport. Guo first garnered attention in March when authorities uncovered an extensive fraudulent center and human trafficking operation in her municipality of Bamban, north of Manila, hidden within Philippine Offshore Gaming Operators (Pogo) firms owned by her family.

Although Pogos are not illegal, they have become known as fronts for various criminal activities and have thrived under the previous administration, which maintained close relations with Beijing. However, since assuming office in 2022, President Marcos has pursued a different approach, cracking down on Pogo-related crimes and altering the country’s foreign policy. The ongoing territorial dispute with China over reefs and outcrops in the South China Sea has intensified nationalist sentiments in the Philippines, further escalating tensions between the two nations.
