In response to concerns regarding purported official involvement in organizing these migrant transports, Panama’s Security Minister, Frank Abrego, stated that the boats were indeed operating with the knowledge of regional authorities. Nevertheless, he characterized these boat arrangements as informal agreements with boat captains.
