Belgium’s Deputy Prime Minister Maxime Prévot called for Europe to achieve “strategic autonomy” in defense during discussions with Indian Prime Minister Narendra Modi. A Memorandum of Understanding on defense cooperation is expected by the end of 2025, alongside other economic partnerships, including a response to sanctions affecting India’s diamond industry.

Belgium’s Deputy Prime Minister and Foreign Minister, Maxime Prévot, emphasized the need for Europe to cultivate its own “strategic autonomy” in defense, particularly in light of the changing U.S. stance on the Ukraine conflict. Following discussions with Indian Prime Minister Narendra Modi and Belgian Royal Princess Astrid, who led a large delegation to India, it was announced that Belgium would seek cooperation with India to enhance its defense capabilities.

In a joint announcement with Belgian Defence Minister Theo Francken, a Memorandum of Understanding (MoU) regarding defense cooperation is expected to be signed by the end of 2025. This collaboration aims to strengthen military capabilities, with Belgian firms poised to offer defense technologies under India’s “Make in India” initiative.

The timing of this high-profile delegation from Belgium coincides with a period of unrest in Europe concerning the U.S. government’s withdrawal of support for Ukraine. Recently, U.S. President Donald Trump’s decision to halt aid to Kiev has heightened concerns among European leaders regarding security in the region.

Mr. Prévot reaffirmed Belgium’s support for Ukraine, stating, “There is an aggressor, and there is a victim [in this conflict]. It is not acceptable that some parts of the world try to put those two countries on the same footing,” while also recognizing the importance of the U.S.-Belgium alliance. Although Ukraine was not a focal point of discussions with Mr. Modi, there is an expectation for India to play a critical role in enhancing military capabilities through collaborative efforts.

Additionally, Belgium plans to appoint a Defence Attaché in India as part of its strategy to deepen defense ties. An ongoing joint venture between Belgium’s John Cockerill Defence and India’s Electro Pneumatics & Hydraulics will focus on manufacturing tank turrets, signaling increased collaboration in defense technology.

In broader economic cooperation, Belgium and India signed a total of 24 MoUs across various sectors, including food processing, health, and education. Furthermore, India’s concerns about the impact of G-7 sanctions on diamond processing were discussed, with the potential for India to act as a certifying authority to alleviate supply chain delays.

The recent discussions between Belgium and India reflect a significant commitment to enhancing defense cooperation amid regional and global uncertainties. With a planned MoU and further joint ventures in defense technology, both nations aim to strengthen their ties. Additionally, broader economic agreements indicate a multifaceted partnership that addresses various industry needs, including the diamond sector’s challenges.
