A Ukrainian delegation is set to meet U.S. officials in Saudi Arabia, proposing a limited ceasefire and discussing access to rare earth minerals. In a significant development, a Ukrainian delegation is set to engage in talks with U.S. officials in Saudi Arabia, focusing on proposing a limited ceasefire concerning the Black Sea, long-range missile strikes, and the release of prisoners. Two Ukrainian officials, who requested anonymity, have indicated that the delegation is also prepared to negotiate an agreement concerning access to Ukraine’s rare earth minerals, which is a priority for U.S. President Donald Trump.

The discussions come in the wake of President Volodymyr Zelenskyy’s February visit to Washington, which ended in tension with Trump and Vice President JD Vance, complicating prospects for military aid and intelligence previously offered to Ukraine. Currently, the U.S. is advocating for a peace agreement, putting the future of aid in jeopardy.

While in Jeddah, U.S. Secretary of State Marco Rubio will assess Ukraine’s stance, following visits from both leaders who will separately meet with Saudi Crown Prince Mohammed bin Salman. Rubio emphasized the critical nature of understanding Ukraine’s willingness to engage in peace discussions, recognizing the significant suffering endured during the conflict. He expressed that concessions might be necessary, albeit difficult to contemplate given the war’s toll on Ukraine.

Rubio further stated, “I think we want to listen to see how far they’re willing to go and then compare that to what the Russians want and see how far apart we truly are.” Zelenskyy’s delegation will include key figures such as his chief of staff, foreign minister, and defense minister, while Rubio leads the U.S. team.

The broader European perspective remains cautious, especially since their involvement has been limited in these negotiations. In response to the changing dynamics, the European Union is enhancing its defense budget and addressing security measures.

Despite the pause in U.S. intelligence-sharing with Ukraine, which restricts offensive capabilities, White House envoy Steve Witkoff assured that essential defensive intelligence continues to be provided. Potential advancements in reinstating intelligence-sharing could emerge from the discussions in Saudi Arabia, as indicated by an anonymous U.S. official.
