Ukraine to Propose Limited Ceasefire in U.S. Talks Amid Ongoing Conflict
A Ukrainian delegation will meet with the U.S. in Saudi Arabia to propose a ceasefire covering the Black Sea and long-range missile strikes, alongside prisoner releases. They aim to secure access to Ukraine’s rare earth minerals. Secretary Rubio expresses hopes for discussing peace and concessions, while the rest of Europe remains skeptical amid U.S. diplomatic efforts.
In Jeddah, Saudi Arabia, a Ukrainian delegation is scheduled to meet with the United States Secretary of State regarding potential ceasefire agreements related to the ongoing conflict with Russia. This proposal includes a limited ceasefire encompassing the Black Sea and long-range missile strikes, as well as prisoner exchanges. Senior Ukrainian officials disclosed details of these discussions, highlighting their intention to establish a deal regarding access to Ukraine’s rare earth minerals—a priority for U.S. President Donald Trump.
The preparatory talks come in the wake of Ukraine’s President Volodymyr Zelenskyy’s contentious visit to Washington in February. Consequently, military aid and intelligence previously provided by the United States are currently on hold as Washington advocates for a peace resolution. In a parallel development, both Secretary Rubio and President Zelenskyy arrived in Saudi Arabia for separate meetings, with Zelenskyy planning to engage with Crown Prince Mohammed bin Salman.
Secretary Rubio expressed that the objective is to understand Ukraine’s willingness to participate in peace discussions. Noting the severe impacts the war has on Ukraine, he emphasized that concessions may be necessary to conclude the conflict and alleviate further suffering. Rubio also mentioned a desire to gauge Ukraine’s proposals against Russia’s expectations to determine the extent of their differences.
The Ukrainian negotiating team will include key officials such as the chief of staff, the Foreign Minister, and the Defense Minister, while Rubio will lead the U.S. delegation. Meanwhile, European skepticism remains concerning the talks, particularly since the continent is viewed as being overshadowed by U.S. diplomacy. In response to the U.S. position on Ukraine, the European Union has taken steps to reinforce its defense capabilities and secure substantial funding for security initiatives.
On the intelligence-sharing front, White House special envoy Steve Witkoff clarified that while offensive intelligence sharing is temporarily paused, defensive intelligence remains available for Ukrainian forces, which indicates that discussions in Saudi Arabia could pave the way for revitalized cooperation in this area.
