The Ukrainian Ministry of Foreign Affairs views the upcoming meeting with a U.S. delegation in Saudi Arabia as a bilateral technical discussion. Heorhiy Tykhyi, the ministry’s spokesman, emphasized that this forum is designed for technical dialogue, rather than political negotiations. The focus will be on the specifics of implementing previously established political decisions, with both Ukrainian and American professionals expected to engage deeply in the discussions.

Tykhyi expressed uncertainty regarding how the United States plans to approach communications with Russia, stating, “It is their choice.” He clarified that the participation of Foreign Minister Andrii Sybiha is not anticipated, given that the meeting will primarily entail technical discourse, which may include military aspects.

The diplomat also noted, “We do not know whether a separate U.S.-Russian meeting is being prepared there. This is their matter.” He confirmed that the Ukrainian delegation is solely scheduled to meet with the Americans. Furthermore, President Volodymyr Zelensky indicated that prior to this meeting, a list of Ukraine’s civil infrastructure facilities will be prepared by the Ukrainian team.
