Ukraine and U.S. Prepare for Meeting in Saudi Arabia Focused on Ceasefire Proposals
The meeting in Saudi Arabia is set as a bilateral dialogue between Ukraine and the U.S., with no plans for Russian involvement. Tykhyi confirmed interactions with the American side, mirroring a diplomatic model from past agreements. Discussions will focus on ceasefire proposals, with the Ukrainian delegation likely including military and infrastructure specialists.
The upcoming meeting in Saudi Arabia is structured as a bilateral dialogue between Ukrainian and U.S. representatives, as stated by Heorhii Tykhyi, spokesperson for the Ministry of Foreign Affairs. He emphasized that there are no scheduled interactions between the Ukrainian delegation and Russian officials, stating, “We view this meeting as a technical and bilateral US-Ukrainian one.”
Tykhyi confirmed that the Ukrainian team is focused solely on discussions with the American side, while the U.S. is in communication with Russia, effectively mirroring a model previously utilized during the negotiation of the Black Sea Grain Initiative in 2022. This indirect approach allows for a mediator’s role, which Tykhyi believes is effective.
In earlier remarks, Keith Kellogg, the U.S. presidential envoy to Ukraine, noted that American teams would participate in indirect negotiations involving both Ukraine and Russia. These discussions will occur in separate rooms with mediators facilitating dialogue regarding a ceasefire. Kellogg referred to this method as “essentially shuttle diplomacy.”
President Volodymyr Zelenskyy announced this pivotal meeting would take place on March 24, with a technical agenda aimed at discussing parameters for various ceasefire proposals. The full makeup of the Ukrainian delegation remains unclear, but it is expected to include military officials and specialists from the energy and infrastructure sectors.
The forthcoming meeting in Saudi Arabia represents a significant diplomatic effort focused on establishing communication channels between Ukraine and the United States, without direct contact with Russia. The format of indirect negotiations has previously demonstrated effectiveness and reflects strategic diplomatic maneuvering. Key figures from both nations are expected to engage in discussions centered around ceasefire proposals, guided by intermediaries.
