Ukraine and US Prepare for Technical Ceasefire Talks in Saudi Arabia

Ukraine’s Foreign Ministry is preparing for a meeting with the U.S. in Saudi Arabia to discuss ceasefire proposal parameters. Spokesperson Heorhii Tykhyi emphasized that the talks will be technical in nature, not political, and detailed operational plans must be clarified. Ukraine’s Foreign Minister will not attend the meeting, which is scheduled for March 23.

The Ministry of Foreign Affairs of Ukraine has announced that a forthcoming meeting involving Ukrainian and American delegations will take place in Saudi Arabia. The primary focus will be on establishing the parameters for various ceasefire proposals that are presently under ongoing discussion.

Heorhii Tykhyi, the spokesperson for Ukraine’s Foreign Ministry, articulated that these talks will be perceived as bilateral negotiations rather than a political dialogue. He emphasized that they should be regarded as a technical round intended for professional engagement in order to refine the specifics of previously established political decisions.

Tykhyi noted the need for clarity on various aspects, including operational functionality, oversight, and monitoring protocols. He acknowledged uncertainty regarding the interaction between American and Russian parties during the discussions, maintaining that Ukraine is preparing for a bilateral dialogue with the United States.

It was specified that Ukraine’s Foreign Minister, Andrii Sybiha, will not participate in the meeting, as its focus lacks a political dimension and includes military elements. Additionally, Keith Kellogg, the special envoy on Ukraine and Russia for former President Donald Trump, remarked that Ukrainian and Russian delegates may hold discussions from separate locations, with the U.S. delegation facilitating communication between the two.

The White House has previously confirmed that this new series of talks focused on a peaceful resolution in Ukraine is set to commence on March 23 in Saudi Arabia.

In conclusion, the upcoming meeting between Ukrainian and American delegations in Saudi Arabia will primarily focus on technical discussions regarding ceasefire proposals. The meeting is framed as a non-political dialogue aimed at operationalizing decisions made at a higher political level, underscored by the absence of Ukrainian leadership in the talks. Additionally, the logistics surrounding Russian participation remain ambiguous, which necessitates preparation on the part of Ukraine for direct negotiations with the United States.
