Ukrainian-American Meeting in Saudi Arabia: A Technical Approach to Ceasefire Negotiations

The Ukrainian-American meeting in Saudi Arabia is confirmed to be a technical negotiation focused on ceasefire monitoring, devoid of Russian contact. This session aims to clarify the terms of existing ceasefire proposals, which Ukraine has accepted contingent on Russia’s agreement.

Negotiations between Ukrainian and American representatives in Saudi Arabia will focus on technical aspects, with no direct contact with Russian officials. The aim is to discuss the monitoring and implementation of a ceasefire agreement, as confirmed by Ministry of Foreign Affairs spokesperson Georgy Tikhy during a recent briefing.

President Volodymyr Zelenskyy emphasized that the meeting is strictly technical and designed to establish the parameters for various ceasefire proposals currently under negotiation. A specific American proposal for a 30-day complete ceasefire has already been accepted by Ukraine, contingent upon Russia’s agreement.

Tikhyy remarked that if Russian President Vladimir Putin had accepted this proposal, a ceasefire could have been initiated. Nonetheless, the situation reveals ongoing complexities with Russia presenting new conditions and ambiguous commitments, particularly regarding refraining from attacks on vital infrastructure.

During the upcoming bilateral discussions, Ukraine intends to clarify how the ceasefire will be monitored and enforced. The Ukrainian side does not plan to engage in any discussions with the Russian delegation, focusing solely on their negotiation with the Americans.

Tikhyy also indicated that the presence of Foreign Minister Andriy Sybiha at the meeting is not anticipated, as discussions will involve military considerations, placing them at a technical level rather than a political one. Overall, this approach underscores Ukraine’s aim to push forward the peace process effectively.

The upcoming meeting in Saudi Arabia between Ukrainian and American teams is framed as a technical session aimed at establishing the mechanics for monitoring a proposed ceasefire. With no direct interactions with Russian officials planned, Ukraine emphasizes the importance of clarifying the details of the ceasefire arrangement. This technical focus, combined with the absence of Foreign Minister Sybiha, underscores Ukraine’s approach to prioritizing military aspects over political debate.
