U.S. to Facilitate Indirect Talks Between Russia and Ukraine in Saudi Arabia

The U.S. is organizing indirect talks in Saudi Arabia involving Russian and Ukrainian representatives to negotiate terms for a ceasefire. Special Envoy Keith Kellogg explained that shuttle diplomacy will be employed to communicate between the two parties. Meetings are anticipated to address protections for civilians and discuss ongoing military actions.

The United States is set to conduct indirect talks in Saudi Arabia between Russian and Ukrainian representatives, as announced by Special Envoy to Ukraine, Keith Kellogg, on March 20. These discussions aim to ascertain the respective conditions of both parties through a method known as “shuttle diplomacy,” where representatives will remain in separate rooms to facilitate negotiations.

Kellogg explained, “You basically say, ‘Okay. What are your terms?’ And you go to the other side, ‘What are your terms?'” This process aims to work towards achieving a comprehensive ceasefire, which Kellogg characterized as an essential first step toward ending the ongoing conflict.

Ukrainian President Volodymyr Zelensky confirmed that a Ukrainian contact group will convene with U.S. representatives to discuss a temporary ceasefire and emphasize the importance of safeguarding civilian infrastructure. Additionally, separate talks between the U.S. and Russia are scheduled for March 24, along with negotiations between the U.S. and Ukraine on the same day.

The planned discussions in Riyadh will feature prominent Russian officials, including Grigory Karasin, chairman of the Federation Council Committee on International Affairs, and Sergei Beseda, an adviser to the director of Russia’s Federal Security Service (FSB). Ukrainian representatives for these talks have yet to be officially designated.

The last meeting between Ukrainian and U.S. delegations occurred on March 11, where Ukraine agreed to a U.S. initiative for a complete ceasefire. However, it is noteworthy that Russia did not consent to the total ceasefire, resulting in ongoing missile and drone assaults against Ukraine.
