India and Sri Lanka will sign a defence cooperation agreement during Prime Minister Modi’s visit from April 4 to 6. During Modi’s visit, India aims to deepen collaboration by signing a memorandum of understanding (MoU) on defence cooperation. Foreign Secretary Vikram Misri stated that this agreement is a first-of-its-kind initiative which is expected to include provisions for India to supply defence platforms and assets to strengthen Sri Lanka’s military. The agreement intends to facilitate joint exercises and maritime surveillance in light of India’s concerns regarding China’s growing military influence in the Indian Ocean region.

Misri characterized Sri Lanka as a vital component of India’s “Neighbourhood First policy,” highlighting India’s instrumental role in supporting Sri Lanka during its recent economic crisis. India extended approximately $4.5 billion in assistance during 2022-23, facilitating Sri Lanka’s financial commitments necessary for securing support from the International Monetary Fund. With Sri Lanka emerging from its economic challenges, there exist opportunities for broader cooperation, particularly in areas of investment and connectivity.

Another pressing issue anticipated to be discussed during the visit is the recurring arrests of Indian fishermen by Sri Lankan security forces. Misri expressed confidence that Prime Minister Modi would advocate for the welfare of fishermen during discussions with President Dissanayake, emphasizing a humanitarian approach to resolving such issues.

Dissanayake’s choice of India for his inaugural foreign visit underscores a strategic shift, particularly considering his party’s historically anti-India position. In affirming that Sri Lanka would not permit its territory to be utilized against Indian interests, the groundwork is laid for a cooperative future.
