Afghanistan Achieves Improved Ranking in Global Terrorism Index 2025
In the 2025 Global Terrorism Index, Afghanistan ranks ninth, indicating significant improvement in addressing terrorism. The IEP report highlights a decrease in terrorist activity since the Islamic Emirate’s leadership. Additionally, the UN warns of a severe humanitarian crisis affecting over 23 million people. The Khaf-Herat railway project is also set to enhance trade within the region, while Pakistan supports US efforts to recover military equipment left in Afghanistan.
In the latest Global Terrorism Index 2025 report released by the Institute for Economics and Peace (IEP), Afghanistan has been ranked ninth. This classification signifies a significant improvement, as Afghanistan has not fallen within the top five countries most affected by terrorism for the second consecutive year. The report also highlighted that terrorism levels in Afghanistan have markedly decreased subsequent to the Islamic Emirate’s takeover, contributing to the maintenance of internal stability.
Zabihullah Mujahid, spokesperson for the Islamic Emirate of Afghanistan (IEA), reiterated the commitment to ensure “full security guarantees” for Afghan citizens and asserted that Afghan territory “poses no threat to any country.” He acknowledged the security achievements thus far while admitting that minor incidents still occur, which are common in all nations. The report further identified the Islamic State Khorasan Province (ISKP) as the deadliest group in Afghanistan, responsible for a notable portion of the violence in 2024.
Additionally, the Khaf-Herat railway development is a key infrastructural project in Afghanistan, with its first phase of the fourth section expected to be completed within the next six months. The Herat governor, Noor Ahmad Islamjar, emphasized the importance of this project in enhancing transportation and trade connectivity with regional partners, affirming local administration support to ensure its swift implementation.
On matters of humanitarian concerns, the United Nations has issued warnings regarding a severe crisis affecting over 23 million Afghans in need of assistance. Food insecurity and malnutrition rates are alarmingly high, with nearly one in three Afghans facing acute food shortages. The situation underscores the urgent need for humanitarian aid and support, particularly for vulnerable populations such as young children and expectant mothers.
In diplomatic affairs, Pakistan has expressed support for the United States’ initiative to retrieve military equipment left in Afghanistan, citing security issues due to its potential misuse by terrorist organizations. While acknowledging the importance of recovering these assets for regional security, Pakistan’s officials have clarified that any actions regarding retrieval must occur through appropriate channels involving Afghanistan.
