The proposed treaty aims to resolve decades-long territorial disputes stemming from prior conflicts over Nagorno-Karabakh, particularly following a significant escalation in September 2023 that prompted a mass exodus of Armenians from the region.

During this visit, Amirbayov revealed that an essential condition of the agreement demands constitutional reforms from Armenia to eliminate any claims regarding Nagorno-Karabakh. He emphasized the need for Armenia to modify its constitution to foster a “sustainable and irreversible” peace, stating that unresolved territorial claims could jeopardize future stability. Amirbayov remarked, “Now the ball is in Armenia’s court,” alluding to the expectation of Armenia’s compliance with these demands.

The Armenian Embassy in Argentina expressed disappointment over Azerbaijan’s insistence on preconditions rather than straightforward engagement in the peace process. Amirbayov also specified that the peace agreement necessitates the elimination of third-party mediation, including the dissolution of the Minsk Process, a framework overseen by the Organization for Security and Cooperation in Europe.
