Ottawa Reports India’s Capability and Intent to Interfere in Canadian Elections

Recent statements by the Security and Intelligence Threats to Elections (SITE) Task Force in Ottawa have raised concerns about India’s involvement in Canadian democratic processes. The task force asserts that they have identified both the intent and capability of the Indian government to interfere in Canada’s electoral dynamics, particularly in the upcoming federal election on April 28.

Although China remains the primary focus for potential election interference, the task force is closely monitoring India, along with countries like Russia and Pakistan. During a recent briefing, Vanessa Lloyd, the chair of the task force and Deputy Director of Operations at the Canadian Security Intelligence Service (CSIS), noted, “We have also seen that the government of India has the intent and capability to interfere in Canadian communities and democratic processes.”

The task force’s efforts include collaboration with Global Affairs Canada’s Rapid Response Mechanism, which is responsible for tracking foreign state-sponsored disinformation. An earlier warning was issued about a disinformation campaign that targeted political figures in Canada, further emphasizing the complexity of the national security landscape surrounding the elections.

A January report on foreign interference inquiry highlighted that India is the “second most active country engaging in electoral foreign interference in Canada,” behind only China. The report indicates that India’s interference is aimed primarily at influencing the Indo-Canadian community, as well as broader political actions aimed at various government levels.

The inquiry, led by Justice Marie-Josée Hogue, emphasized historical tensions in Canada-India relations, particularly related to issues of national security. These longstanding challenges have contributed to India’s active efforts in foreign interference, as it focuses on perceived threats linked to Khalistani separatism.
