Putin Identifies India, China, and Brazil as Possible Mediators in Ukraine Conflict
In a recent panel discussion held at the Eastern Economic Forum in Vladivostok, Russian President Vladimir Putin named India, China, and Brazil as potential mediators for future peace negotiations concerning the ongoing conflict with Ukraine. Expressing that he has established “relations of trust and confidence” with the leaders of these nations, he suggested that these countries could provide critical assistance in fostering dialogue between Russia and Ukraine.
Putin’s remarks were made in the context of his previous diplomatic engagements, including visits by Indian Prime Minister Narendra Modi to Russia and Ukraine earlier this year. He indicated that the agreements reached by Russian and Ukrainian negotiators in March 2022 during talks in Turkiye should form the foundation for any forthcoming discussions. The Russian President claimed that this agreement was not executed due to pressures from Western nations that motivated Ukraine to persist in military conflict, which he argued was aimed at securing a strategic defeat for Russia.
During the panel, which also saw participation from notable leaders such as Chinese Vice President Han Zheng and Malaysian Prime Minister Anwar Ibrahim, the importance of achieving a just and equitable resolution to the conflict was underscored, emphasizing its global ramifications, particularly concerning disrupted supply chains.
Prime Minister Modi previously articulated to both President Putin and Ukrainian President Volodymyr Zelensky that a resolution cannot emerge from continued hostilities, urging both parties to return to diplomatic discussions. Zelensky has indicated that India could potentially host a second peace summit, conditional on India’s endorsement of the joint communiqué issued after the inaugural summit in Switzerland. Notably, while India attended the first summit, it chose not to endorse the communiqué.
Modi’s discussions with Putin in July highlighted India’s position of advocating for peace rather than neutrality, reinforcing that meaningful discussions require engagement with Russia. Thus far, India has refrained from openly condemning Russia’s military actions and has remained largely abstinent concerning United Nations resolutions related to Ukraine, all while increasing its import of discounted Russian oil.
